heating on full blast won't click off

Can anyone help?
When the heating turned on, it is on full blast all the time. All the radiators are red hot (you can smell the heat) it doesn't seem to matter what the ratiators are set on, they are never just luke warm even when set on just 2. Also the heating doesn't click off when it's reached temperature, set by the room thermostat (the thermostat is right next to a raditor turned fully on). It has to be turned off manually.

Do you know what frustrates me most on this forum? No, well I'll tell you.
People come and post a problem and describe the symptoms ad nauseum and never say what boiler, system type, and controls they have.
I feel better after that.
