Heating Pipes- Red paint covering.

Hi,

I've got some red paint covered pipe and have been told that it is't Asbestos, But i'm 98% sure that it is. The building is 1940's dated and had Oil fired heating. Could it be any other material? Under the paint is white powder when scratched away.

Is it an unlagged pipe?
Heating pipework is generally painted red, and then lagged. If it's unlagged, chances are its a coat of primer under the read paint, or any number of old paint coats.

If it is lagged, does the lagging look like bandages? If so, its likeley to be neat brown asbestos underneath.
