My brother's shop has a H S 10 litre multipoint electric water heater. The water started becoming too hot for safe handwashing, so he changed the thermostat.
This hasn't made any difference. Can't think what else it can be, surely it's only a stat/combined thermal cut out and an element to go wrong.
It has a small expansion vessel, which is on the cold water in pipe, next to the heater. It's supposed to be 4 bar, and he's going to check it when he gets a pump.
What else can it be? Could an under-pressurised expansion vessel cause over heating?
