Height of repacement fuseboard

Hello.
I live in a top floor flat and I need to have the fuseboard and the wiring for the lights replaced.The existing board is just above the skirting board inside the lounge .Will the new board be able to go in the same place, as someone told me that all new stuff has to be above a certain height so that people in wheelchairs can use them. As I am on the top floor, and there is no disabled access, will I be able to put it in the same place as it is now?

Part M regs suggests a CU / Fuse board ON A NEW BUILD should be accessable.

Accessable is 1100mm from the floor, but only applies to NEW BUILDS.

A refurb or re-wire in an existing dwelling is NOT a NEW BUILD :D
