height of shed

hi everyone,
want to build shed approx 3.5 metere sq with a max height of 2.5 because of being within 2 meters of boundary fence etc my query is this, the concrete base already there, is approx 500mm above the lawn area am i ok to take my 2.5 height from the base or should i be taking it from the lawn,from the concret base i will clear the fence height by 6-8 inches am i ok to stick it on the base last thing i want is someone official to come round and say ive breached the height regs any ideas ??

its the total height above the highest natural point off the ground covered by the shed
look for the highest point
technically you will need planning for the base if you take your time building the shed as any platform above 300mm needs planning
