Help iv got a crumbly wall

I am trying to put a cupboard up in my bathroom and every time i drill into the wall i struggle to put the drill in straight as when it rotates it starts to just move around making a wider hole. When i do make a straight hole and put the plugs in, when i screw in my screws the plugs break the wall and pull out? how can i hang my cupboard on my crumbly wall?
 
drill new holes.

as you drill pull the drill out, to help remove all the dust, do this often, its lso why your drill bit sticks
 
make sure you're going all the way throught the plaster and into the brick. Tap the plugs through the plaster so that they are entirely seated in the brick.

The walls in my house have an inch of plaster over the bricks in some places! :shock:
