Help laying slabs please

We have just moved into a new house and the garden is awful!

There is an area at the end that we want to slab it is 3 metres square and a mound! it rises in the middle and has old tree stumps in. Do we need to build a base and if so please can anyone advise how and using what.

Needs to be as cheap as possible please

You will definitely need a hard core base, which needs to be well compacted and level.
Initially I'd consider getting rid of those tree stumps though!

If you can't dig the stumps out, there are machines which can grind them away.......that's fine so long as they are fully dead.
After that, you have a reasonable chance of levelling the site off, and putting hard core down.
Keep any broken bricks or masonry.......they make ideal hard core.
