help me modify a Uk Mains Plug In Socket Timer Switch clock?

I am trying to build a device which is a replica of a product that I had seen a while back in a shop. I just cannot remember the name of the product. So I want to replicate from memory purely for personal use.

The guy from reuk.co.uk said that it can be made with a PIC but would be far easier on a PICAXE which is just a PIC with some bootstrap code programmed to it which allows you to easily program using the BASIC language.

How many hours would it take for the average guy who is a complete beginner to make this device?
 
With the 4060 circuit, only a couple.

Using a PIC - several weeks - because you will need to learn to code first. :D

I'd recommend trying the 4060 one first, if it does not work then at least you have learnt something.
