Help needed about fitting a water tap.

I want to fit a garden tap in the back but kitchen is at the front. Is it possible to connect new tap onto some water pipes i have inside by the back door? I thing it is were my stop tap is and there a live wire connected. Have uploaded a picture if anyone could advise me thanks

Yes you could connect to the water main after the stop tap , but pipe looks damaged?
That’s an earth cable you refer too so must remain .
 
Yes no problem with that as long as it’s installed to the water regulations, and that isolation valve looks like it may cause issues with your whole house. FYI the water regs would be suitable fittings, a means of isolation, a form of backflow prevention and sometimes a drain off, any pipe through the wall to be sleeved.
