help on screeding floor

Hi All
I have a garage floor that needs a 2 inch screed on top , what is the best way to go about ie what consistency of mix and and how do i keep it level .

Sharp sand and cement 4:1 ratio.

Near the wall, do a run of cement mix and make sure it's level and do another one say 5' apart then fill in between and level off with a straight edge,then finish off with a float.

One more question how much water to add , the same as a morter mix or drier.

Squeeze it in your hand, the sand/cement should hold together, if it fall apart then add more water but should not be running. It's almost a dry mix.
