When i cam home this evening i turned on my hall light and it was fine - i then turned on my stair light and something blew and both lights went out. I checked the circuit breaker but nothing has tripped and all the lights on this circuit do not work. What can I do?

could be the handle on the cuircuit breaker is stuck (breakers are designed to trip even if the handle is held in place) try turning the breaker off and back on.
failing that there are three possibilities i can see.
1: the breaker has failed (this can happen sometimes)
2: a bad connection has blown like a fuse.
3: there is another fuse or breaker hidden somewhere.
