Help re Dulux Once One Coat Matt?

My hall, stairs & landing was painted 2 years ago with Pale Citrus soft sheen. It is a new build & the plaster marks were coming through. I purchased the pale citrus (Once) one coat matt and started painting today. As I was painting, the paint was tearing with the brush strokes and I've had to stop as it just wouldn't stay on the walls. I don't know what to do as my wall is a mess.
On the back of the container, it says rub down any sheen. I notice it says this on other paint types. I rubbed the walls with a cloth before starting.
Would you have any advice on what I should do?

a rub down usually means with a fine grit sandpaper to get a key for the new paint to adhere to,not much use rubbing it with a rag im afraid,looks like you need to rub the whole area down to get rid of loose/flaking paint and start again
 
Through the One Coat stuf in the BIN mate. It is RUBBISH. Also, if you think your problems will only happen to you just this once, then think again. Through it in the bin. I am sorry if i seem negative.

I will get some fine grit sandpaper & sand the walls down.
The 3 drops at the stairs are fairly high, so I don't know how to reach to the top to sand them down.
If I got some soft sheen instead of matt, would I still have to sand the whole of the walls down, or would I get away with just sanding down the areas I've tried to put the matt on?
My girlfriend is pregnant with our first baby and is due to give birth in 6 weeks! She is ready to strangle me!

Girlfriend, hehehehehee.....................One Coat emulsion can blister/crack at any time. Even when it appears to be perfect when painted but when you decide to overpaint it, it may blister at that stage also. If you use matt emulsions then it wont be washable (even the SO-CALLED washable matt's). So it is up to you if you still decide on matt. However, you explain your walls were showing plaster marks through once painted, bassically this should not be happening. This is caused by either poor workmanship or the contractor giving a sub-contractor poor rates for work. It can be fixed but it is a timely process for the inexpereinced. So, if i were you, i would rub down all sheen surfaces as this will provide a good key for any emulsion you decide to use. Then, i would re-coat your walls with soft sheen again (though this will still show marks from plastering)
