Help to identify `damp` problem

See pic below.

1. Area of damp at base of wall / slabs. Should there be a gap between the slab and the wall, crrently it is filled in and I suspect water seeping up the wall.

2. As you can see the area all around is totally dry except for that one patch which happens quite often, there are no pipes etc overhanging that could drip onto this, I doubt if there are any leaking pipes etc underneath.
Is it possible that the area underneath the slabs is filling with water during rain and seeping out?

Thoughts appreciated.
