Help to identify window paint please

My windows are all painted with this dark brown stuff, but I don't know what it is.
There doesn't appear to be any primer or undercoat. It's quite flexible and plasticy. It sort of "shrinks" back to reveal the wood underneath.
I doubt it will overpaint with anything other than itself, so I need to find out what it is. I don't think I'll be able to strip it all off and re-do it with proper paint.
Can anyone identify it please.

Loos a bit like the old Dulux Woodsheen in Walnut from the 80's Difficult to tell really.
 
Thanks Robbie, that would make sense - it was built 1986. It looks like the stuff is still available so I'll get hold of some and see if it works. Thanks a lot.
