Due to Part P sockets in a kitchen need 30ma protection, at least half of all jobs I go to appear to have old 3036 rewirable fuses. What is the best way around this issue, preferably ones which do not involve changing the entire consumer unit?

This is not true. However, BS 7671 has required for quite some time now, that any socket that can reasonbly supply equipment for use outdoors must be protected by an RCD.

Why not just install an RCD in a seperate enclosure wired in between the circuit fuse and the outgoing circuit cables. Alternativly you may find that some CCU's that have 3871 breakers may still take a new BSEN61009 RCBO.
