Help with Gas Water Heater

Can anyone recomend a gas water heater? This is for my Father in law who has no radiators just a kitchen basin an upstairs basin and a downstairs basin.
He currently has a boiler which is knacked and wants to replace it with something smaller.

If he is old or on benefits he might be entitled to a Warmfront grant for central heating.

Otherwise it would be sensible to fit a combi boiler so its ready to provide central heating at any time in the future.
