help with radiators

I wonder if someone could advise me on the following...

while all my downstairs radiators work fine, the upstairs ones remain cold. The pipes leading to them are hot and the base of one of the radiators is warm. Following various bits of advice seen on this forum, I have bled the radiators, turned off all radiators bar one but this doesn't seem to help.

I have also seen reference to bleeding the pump. I have a combi boiler so I'm not clear if the bleeding process applies in the same way here.

Any thoughts/advice will be greatly appreciated!

WHen you open the bleed valves on the upstairs rads, does air come out?
What combi is it?
What does the pressure guage show?

SOunds like it's low on water.

- no air comes out when i bleed them, or very little
- it's a sime friendly combi
- pressure is 0.3 or thereabouts
