Help with taps on a jacuzzi bath

I shall try explain what i mean. on normal taps body with gland on top of bath you have a nut underneath to pull it down so its a seal,
on these taps the tap gland etc is inderneath there is nothing can pull it to bath and on top the whole tap body is solid it doesnt turn indepentaly whole thing turns
