Is there such a thing as 2 x 1 1/2 size timber?
Or will i have to have it cut somewhere?

depends on how acurate you need the meassurements to be

your wood yard will normally machine you wood to the exact size

if you need it to be accurate at 1.5 inches [but not the 2 inches]
you could glue together 2 bits of 2 by 1 inch planed[1.5 by 1.75 inch]

plained wood comes out smaller than size due to plaining
so 2 by 1 come out about 45 by 20 [45 by 18 at b+q wicks ect]

Is this a sawn size, nominal prepared size or exact finished size?

If sawn you should have no problem getting 38x50 both treated and untreated. If finished size then you will have to get it done for you, if nominal ex 1 1/2"x2" then this is readily available but would give a finished size of approx 32x44mm.
