Hello im not very good at diy so please answer in simple terms . I live in a high rise block of flats which has a closed balcony it used to be open balcony .my problem is is that There is a hole in the balcony ceiling it will be concrete the hole is were the old pipe work used to be but I need to fill it some how as I can see up ann through To the persons above me balcony and I think they have dogs amd the smell that comes through is terrible any help amd asvice how to solve this will be appreciated.

Complain to l/lord, it a health matter.Tell them you get dog uirne thru your ceiling.
Its council , also I would just rather just get the problem solved asap they take ages to solve anything.
Sounds like a squirt of expanding foam should do the trick, but if they have dogs on their balcony it'd be best to involve them as I don't suppose it's dog friendly to eat, especially if they get into the stuff when its still wet.
Or just talk to the landlord and tell them you have dog wee dripping onto your balcony from above and let them do the neccesary.
