It's been broken before and someone has used silicone to 'glue' it.
Is there any access to that threaded bolt from below? If so then it needs a new butterfly nut. If not then the captive nut/fitting has burst and you would need a new fitting kit.. What kind depends on the actual toilet seat fixings. May be easier just getting a new toilet seat.
