Hole for Pipes

in the kitchen there are some pipes behing the wall and at the top they have left the pipes uncovered. any ideas why? -allthough at least now i know where the pipes are! -shall i just lining paper over this as it is? (its high up so noones going to put there finger through it or anything) thoughts please!

That`s fine and poke that wire into the corner and round the paper over it

a cowboy: well the guy who did it before was as thats what he had done, lol. i just figured if there must be a reason for doing it (weather the reason is right or wrong or questionable) as he has done it on the other set of pipes also, and had plastered the other 2.2 metres of wall so i still cant figure out why he didnt do that bit, it would have been easyer to plaster the whole wall than leave the 2 sections revealing the pipes! -is anybody able to suggest why this may have been left like this?

wire: thats the alarm wire for the PIR that was just dangling free when i took the picture, it will be neatly sorted, dont worry.
