Ireland has 1200 new clusters. Thousands of american tourists are arriving and going straight to the pubs.
Their 4th lockdown easing measure has just been postponed.
How did they get to ireland?

Because covid 19 came here in the airplanes from overseas.
And spread because passengers were either not screened or passed the screening.

You seem to think that unscreened incoming passengers are a huge danger, but unscreened MOPs walking around are not.

OK. Not sure what the difference is!
Check out the difference between primary and secondary legislation...

The former is a piece of law that has to pass through parliament, whereas the latter is enacted by the swish of a minister's pen with no need for debate or scrutiny - thus a decree!

It is I believe a negative SI which does not require parliamentary approval unless challenged...

Which was a process that last happened in 2000...

There is a difference between enacting a new law and the legislative process!

You could of course quote the entry in Hansard where a law has been passed through parliament in regard to this subject?
