Hoover 1700W - detached wheel

One of the wheels of my Hoover 1700W has got detached. The detached parts found are loose wheel and a thin metal washer ring. Not sure if bearing was used but wasn't found anyway.

When wheel is reinstated, it remains loose and comes out when hoover is moved around. Can anyone please help as what to do?

have a look at the other wheel and see whats missing/looks different!!!
