Hopefully a quick simple one

Hi,

When a utility company says you can't build within 500mm of something is that 500mm to the edge of the foundation or 500mm to the edge of the wall on the foundation, I'm guessing the former?

It's a line 500mm from the edge of the pipe that you can't cross
