Horstmann CentaurStat 7 Installation

We have fitted the above programmable roomstat to an existing system, we removed the old style stats. The problem lies in the fact the stats come on at the time and or temperature required but they don't switch off when they have reached the required temperature.
On the Wiring diagram it has 4 connections
4 = ?
3 = Cool
2 = Heat
1 = L

Bit confused as it doesn't switch off.
It operates an overhead Gas heater in a printers, there are 4 in total,
Can anyone shed any light please on which way it should be wired.

If it is just to switch the heaters on and off then use terminals 1 and 2 on the new stat. 1 is live in, 2 is switched live out.
