I've got a Baxi solo combo system, at the minute the system is running constantly taking room temperature past what is set on the thermostat (+20) and taking water temp on the tank past (+50)

I've checked both thermostat's and there not at fault,
If turn off the main control panel the system still runs. It will only turn off upon turning off the power supply to the heating.

There is a frost detecter located in the garage next to the boiler
could this be the fault?

Check the pipe stat and frost stat settings.
The frost stat should turn on the boiler at approx 5 degrees and the pipe stat should turn off the boiler when the return water has reached 25 degrees.
You do have a pipe stat fitted I hope.

He says he has an external frost stat located beside the boiler.

In this case its probably just the stat doing its job!

To test my theory put an electric fan heater in the garage for an hour and see if it all goes off as it warms up.
