Hot water in shower and sink keeps running cold

I have not long moved into a bungalow with a Worcester Combi boiler. When I turn on the hot tap in sink I have to run the water for a while before it gets hot and then it runs cold again. As I now have a water meter I am not very happy at this waste of water. The same thing happens in the shower, just when I'm enjoying the warmth it runs cold and I have to let it run for a minute before it gets hot again. It's a darned nuisance. There are no problems with the central heating.
