Hot water isn't hot unless heating is on

Hi, we've just moved into a new house and the we've noticed that the heating is fine but the hot water only gets really hot when the heating is on.

When the heating is off the hot water is tepid at best.

Does anyone know what would be causing this?

Not unless you can give more info;ie;what boiler,what system,etc;

Sorry for the lack of information.

The boiler is a Ravenheat combi RSF 84ET
