Hot water slow to reach taps

How can I speed up the flow of hot water to the tap? Currently it takes ages and probably a gallon of standing water is wasted before hot water reaches the tap.

In the previous house I had there was a domestic hot water loop with a circulation pump which worked really well but it would not be possible to retro fit one here. I've just read an article on a US plumbing website that suggests the use of a quick-delivery system see http://www.dulley.com/docs/f429.htm. The kit seems easy to install but are they available in the UK and do they meet the necessary standards?

Your link doesn't work and no one has the faintest idea of what sort of system you have.
 
I think it is just a feature of having a combi boiler. I have a Worcester Bosch 28 cdi and it is in the loft, so you can imagine how long it takes to push the cold water through before the hot water gets to the tap! I'm having a problem getting hot water at all, unless my Central Heating is on and will leave it until the New Year before I investigate further.
