Hot water stop valve...

Hi guys, wondering if you can help? Ive disconnected a dishwasher that was refusing to drain and found the water flow won’t turn off. I’ve attached a photo of where I tried switching it off from. I’ve had to turn off all my water temporarily. Any advice what might be doing wrong? Broken stop valve and if so is that easy enough to replace or a skilled plumber job?
Also do you think this could’ve been why my dishwasher wouldn’t drain??

The red handle looks as if it has split and probably isn't doing anything. Take the red bit off, normally a screw, and turn the square metal part with pliers. Easy enough to replace.
 
Thank you, I’ve removed it and got the pliars on it to close it off. I’m going to get a replacement to try to replace it. Thanks for your help.. !
