Hot water tank not insulated

Hi everyone, I have had a new hot water tank installed, and have just noticed that there is a lack of insulation at the top, does this look normal? Thanks.

Looks like a Combination Cylinder with integral Cold Water Storage at the top. No heat to lose out of that section, it holds the cold water ready to supply the hot storage below when hot water is drawn off.
