Hot water too hot.

No we did turn up the boiler control stat as the radiators weren't hot enough.

We emptied the hot water this morning and turned on the CH at the programmer but not the hot water. The hot water pipes stayed cold. So from what you are all saying it looks as though the cylinder stat may be the problem. Right?

just the CH on indicates valve doing its job. Sure fire way to check HW would be take temperature reading of hot water

Are you sure, he appeared to have the stat set at blow 40C.
Having read the reply have edited my post

Also did he not say he put the heating on to which I assume hot water is off. If hot water and heating is on and cylinder thermostat is at 40, cylinder stat is satisfied and the MV powers to close the HW port thus all is good. Do not see any defect in system operation.
