Hotpoint CTD85A thermistor/heater/timer problem?

Its not unusuall to always have water in the bottom reservoir, if you read the manual it will say that no water will be in the top collection tray for the first few cycles, thats because the water level needs to get high enough in the bottom reservoir to reach the pump before it can pump water up.

It does sound as though you have a problem with the pump or overfill switch.

Test the switch, with wires removed.

Should read '1' on the highest ohm range when not operated and zero ohms on the lowest ohm range when activated. Its common for the microswitch to fail. They can be opened and contacts cleaned.

Also check the pipe from pump to top tank is clear.

Are you sure the pump is working correctly, these can fail completely or work intermittently.
