Hotpoint fridge freezer drip tray

Hi all

But confused.. I’ve just been repairing some broken wires at the back of our fridge freezer courtesy of my daughters hamster - and have just noticed that the pipe over the drip tray seems to have some kind of tape over it.. IMG_5065.jpeg
should the tape be on there to steady the flow of water to a drip or should this have been removed when we had it ….. 5 years ago……
