Potholes wouldn’t be filled and hospitals would close. The super rich don’t want to pay any tax. Low tax as a political aim is misplaced. You need to identify what a good level of public services will cost and tax accordingly
I doubt the super rich don't want to pay any tax in reality (I say in reality because we'd all love to pay no tax in fantasy land) however neither will they want to be shafted just because they have more.

I agree, we need to reassess the whole shebang, including those not working long term and getting them back into work, where they can contribute to the tax take instead of just being a drain on resources.

Usually when this sort of thing happens, it is because of a time limited tax reduction. Lots of rich people move their income or wealth around to declare it in the tax year when the lower rate applies. But it isn't a long term effect.
 
Tax havens are very boring. Ricky Parfitt wrote a song for Status Quo, called Living on An Island, about the most boring year of his life, living as a tax exile on Jersey.

when the uk tax rate was cut higher tax a few years back it resulted in an extra 8 billion in revenue this was a mixture of people holding back tax due and people thinking no need to hide as much and paying accountants etc i might as well declare it
and the reverse has just happened. CGT tax increases have meant people just structure it differently. = less tax

If I buy stock at X and sell it at X+Y. I am taxed on Y. If get someone else to do it and my share simply increases in value there is no gain.
