How can I check wall insulation?

I live in a council property and they have said I do have wall insulation but I don't think I do the place is freezing!! Had new windows put in June but wake up with condensation on every single one since weather has got colder, flat never seems to warm up even when heating is on, how can I find out if it has been done and done properly as council won't help! My 3 year old is suffering most as his room seems the coldest, I need to know so maybe I can force council to do something about it or even pay for it myself! Have been here a year.
 
Assuming it is cavity wall construction and of considerable age then it may well have had insulation injected into the cavity. If it has brick walls you should be able to see the drillings/patching under the windows, usually a couple of courses below the cill. If it has a rendered finish the marks may not be so easy to detect.

More modern properties will have had insulation installed according to the Building Regs in force at the time of construction. If you don't know the age of the property can you post some pics of the exterior?
 
How cold is cold? My 3 year olds room seems cold when we go in to check on her, but the thermometer in the room always reads between 16 and 18 and above.

Below 16 maybe a bit chilly, but just make sure he has a nice cozy duvet and thick jimjams on and he will be fine. It can be quite unhealthy to be too warm at night
