how can I stop water on this kind of valve?

Hi all, want to change the tap but can't find a way to stop water on this kind of valve, any suggestions please? thanks!

Use an adjustable spanner to turn those flat parts on the valve stem 90 degrees. The plastic levers have long since gone!

The 'special tool', is called a flat bladed screwdriver. Alternatively, it looks as if an adjustable spanner will work..

thanks all! I spay with WD40 and hopefully will turn it. if I want to change it, how can I stop the hot water?

If you have a combi boiler turn off at stop cock and it will stop hot and cold water.
