How deep should soil be to susstain a lawn...?

Our garden is so messy, soil is full of stones, vines, weeds.. etc, and the easiest way to make it presentable would be to gravel it... although I would love to see a bit of green!!

I was thinking of sectioning a 3x6n (rough guess) area, which would have a garden fance along one edge, decking on another, and 2 esges of sleeopers... Im wondering if we could simply cover this area in the black plastic sheeting that prevents weeds from growing, then filling in with top soil, and maybe laying turf on top, but dont really know if this would be a good idea... nor how much soil I would need to lay to sustain a lawn...

I would imagine this is probably a dumb idea?... so would probably have to put the time in sorting out the ground... or just gravel it!!!
