I am trying to change a tap washer - should be a simple job but.....
I am having difficulty getting the tap head off my kitchen cold water tap - picture is at

I can take the retaining screw out alright and the blue cap comes off easily but I cannot get the tap head off.
Am I doing something wrong?
Is there another screw somewhere?
It just won't budge.

Remove blue disc.
Replace the screw but leave it a couple of turns loose.
Pour boiling water into the top of the head of the tap.
Repeat
Grip tap head with a glove, and pull head of tap up. Screw will stop it coming off, but you want it to move.
Use a v small hammer or similar to tap down onto the screw while pulling up.
If that doesn't work use a lever under the edge of the head.
If that doesn't work, smash it up.
A pair of new heads AND valves inside is only a few pounds.

i have the exact same type of taps and had to change the heads and workings as the chrome was peeling, cold one came off no bother, hot wouldnt move, sprayed with WD40 left it for about 2hrs went back to it expecting a fight and it just came straight off no bother at all (nearly dislocated my shoulder as i expected it to still be tight  )
