My old wood sash windows are rotting apart but i just cannot afford to fix them at present.

Below is a picture very similar to my sash window.
In red shows the gap in between the two sliding parts between the windows. This is where the majority of air comes from.
In purple is the gap between the glass and the wooden frame, which is quite large, as the wood has dropped.
My question is, am I meant to fit this as shown in Green or Blue?
My worry is that is I try and fit it as shown in Blue, then I will not be able to cover the Purple gap due to the way the window timber has dropped.
The window is 90cm wide x 160cm long.
