How do I get the top off this close coupled WC

I need to replace the washer on the ball valve of my WC. I cannot work out how to get the top off the cistern. It's not the cable type button assembly as it won't lift off so I took the buttons out expecting to find a screw inside the housing

This is what I found. How do i get this off?

Looks like mine. The outer chrome bezel unscrews on it. Nothing to grip it but it should be just finger tight.

Two fingers of each hand on 3&9 o' clock of inner aperture... Rotate anti-clockwise...
