How do I switch a Drayton TRV off

I want to remove a radiator for decorating.
I have set the Drayton Thermostatic valve to Frost, and switched off the other side. water is still coming out under pressure from the bleed valve so I assume that frost setting is still allowing water through.
I have found on the forum some people have said to pack down the pin inside the valve...........how is that done?

Remove head and you'll see a black plastic ring wiht a slot in it.
Push the pin in (just to make it easier to turn the ring)
Rotate the ring clockwise until it stops - it'll shut the valve.

Or just remove the head, put something like a 5p piece or two in there (If the diameter is small enough) and put the head back on and turn the knob down..... but it shouldn't be leaking at the frost setting, it isn't cold enough :?
If it just weeps a bit you could put a 1/2" bsp cap, with tape or a rubber washer, on the union with the rad.
 
excuse my ignorance but which bit of the head comes off, the chrome top or the white housing.

The chrome ring immediately below the black part unscrews from the metal part below it.
