It looks like they started a house conversion without planning permission and got caught.
So they now have to offer it for rent as a pub in the hope that a lack of interest will persuade the council to give them planning permission for the conversion. If you show an interest they'll probably come up with a list of reasons you should go away.
We looked at buying a former church. Pre-planning advice was that we'd need to offer it for rent for a commercial/community purpose before they'd even think about changing its use to a house. We pulled out of buying it.
Councils want to preserve anything that creates employment and business rates. They strongly resist if you try to push against this. It's pretty logical, but annoying when you're caught out by it.
or even a place to house the illegal boat people. what ever it is to be used as it is not a tradable pub at the moment and can not be sold as a growing concern, so i think we are looking at the rent of the building and its condition in consideration to the area excluding its trading posistion
**edit** all of he above ideas will require a full change of use which could take years and may never be approved
