How much stored hot water

How much stored hot water would be needed to feed two kitchen sinks and two wash hand basins?

You generally see numbers quoted per person for low, medium and high usage whatever that means but i,ve seen 50L/person "average" use so a 4 person home would require a 200l cylinder, water stored at 60C.

It's not a home, it's a commercial unit. With 2 basins and 2 kitchen sinks needing hot water.
 
Maybe consider a instantaneous gas fired water heater, if your gas supply pipework can support a 40kw unit then even that will give 16.4LPM with a 35C rise, say 45C from mains at 10C, 4.1LPM per unit, a 50kw will give 20.5LPM, over 5LPM/unit.
