How does this get closed? Before insulation goes in?

My builder wants to just put Insulation in, surely that’s not right?

You put your PIR insulation between the rafters as far as the far edge of the wall plate, ensuring a minimum 25mm air gap above the insulation. Then you nail your fascia and soffit boards to the ends of the rafters to close it, providing vents if necessary.

That should be closed with a fire resistant material not just any old insulation
 
Should the roof window rafters either side be doubled?
 
Isn't that what the plasterboard does??

30 minutes for PB. Compartmentation/boundary would normally need 60 minutes

Not forgetting the services behind the plasterboard that may pose a fire risk, or fire/hot smoke getting in.

It's all down to the details and specifics (it might be a shed in the middle of a field), but good practice would mean properly sealing for fire risk
