How to cut a cone into wood?

As Tiger says. a cone cutter.
Make sure you can get one to cut to the widest diameter you need. Drill a pilot hole first, insert the cone cutter and away you go.
You could use a piece of tape around the cutter at the finished diameter you want. Saves taking the cutter away and measuring numerous times.
