How to fix bulges?

Hi,

I have stripped the wallpaper off one of my rooms and found the below.

How do I remedy this? Can I cut the bulge out and fill with Toupret interior?

Cut it out to just below the existing adjacent surface, pva and fill flush over a couple of coats if required.

Thanks. Do I let the pva dry like a primer before I fill?

You can let the pva dry if you want, and that will kill any suction, but PVA IT AGAIN before you apply the filler/plaster, but this time, apply the filler/plaster onto it while the pva is still wet/tacky.
NEVER APPLY PLASTER ONTO "DRY" PVA!
