How to fix shiny mudgaurd on old bike?

My girlfriend picked up an old bike.
The mudguard has come away from the fixing. Which someone has tried to glue in the past

How can I fix it?
Another glue/bonding
Or should I try to drill and bolt it?

Nut and bolt with a plain washer underneath (wheel side) to spread the load. Pop rivets are too thin and will tear through the ali mudguard with all the vibration.

Pop rivets come in all sizes and don't come loose with vibration unlike nut and bolt.They can't tear thru when secured thru a washer.

Would I need a rivet gun for the pop rivets?
Or are they... self popping??
