How to get up stuck down cushion floor lino

Can anyone suggest what type of tool I could use to get up this Lino that has been stuck down? May be easier to take up the green tiles under it at the same time as we can then put a latex screed over the concrete.

Thinking of something like a long handled wallpaper scraper or similar

Yes take it all up then remove as much glue as possible, test for moisture , apply dpm if needed then smoothing compound.

A garden spade may well do it?
I have also used an extendable Harris scraper to lift tiles.

A word of caution- those tiles may have some asbestos content. Don't panic
